While a federal court decision Monday gives Missouri Secretary of State Denny Hoskins the chance to reject the referendum, backers of the plan aren’t expecting that move to hold up in state court.

Because Proposition A, which included a minimum wage hike and mandated paid sick leave, was a statute change, lawmakers were able to repeal it. If it returns as a constitutional amendment, it would be harder to change again.

A group turned in more than 200,000 signatures backing the effort to eventually raise the minimum wage to $15 an hour.
