East St. Louis, Ill. – A former East St. Louis councilman who'd previously been convicted of vote fraud is in trouble again, this time for alleged election fraud and tax evasion.
Michael Collins was arrested yesterday and arraigned in East St. Louis federal court.
Prosecutors say Collins lives in nearby Swansea but falsely claimed to live in East
St. Louis, where he was elected a precinct committeeman.
Collins served probation on a previous vote-fraud conviction in St. Clair County.
