On Tuesday, St. Louis city and county voters will decide on one of the largest public infrastructure improvements projects in regional history.
The Metropolitan St. Louis Sewer District is proposing a $500 million bond issue to pay for upgrades to its wastewater treatment plants and aging pipe system.
MSD says it must do the work to comply with federal clean water standards, but the agency is battling an image problem that some believe could make the bond issue a tough sell.
