Appointments to Missouri's many boards and commissions are usually a routine affair - the governor picks someone, and confirmation in the state senate is usually just a formality.
However Kevin Gunn, the newest member of the state's Public Service Commission, angered many Missouri Democrats earlier this year just by taking the job.
