Illinois Governor Rod Blagojevich will give his State of the State speech at noon Thursday.
It was just a year ago that he used to the speech to pile criticism upon criticism on a state agency most Illinoisans probably weren't aware of. The governor's comments on the State Board of Education and set the stage for a major change in future education policy.
Illinois Public Radio's Sean Crawford reports on the changes that have taken place in the year since the Governor went on the attack.
