By AP/KWM

Alton, Ill. – Investigators say the Festus man who was piloting a boat that crashed in Alton last month was drunk at the time.

Four people died in the crash, in which the boat ran into the Mel Price Dam. Toxicology tests show Scott Edwards, 39, had a blood-alcohol level of .188, more than twice the legal limit.

Edward's 19-foot speed boat crashed into the dam September 28th. Also killed in the crash were Edwards's brother, Tye
Edwards, 42, of Festus; Lindsay Kent, 24, of Festus, and Steve Boyer, 32, of DeSoto.

Two survivors are Diane Edwards, 41, of Festus and Victoria Boyle, 32, of High Ridge. They are recovering from their injuries.
