Development of a St. Louis Negro Leagues baseball museum is moving forward after a vote from the Board of Aldermen on Friday. The board approved a redevelopment plan for the project. The approximately $17 million development will also include the construction of 34 senior housing units.

Since April 2023, the project concentrated along the 3600 and 3700 blocks of Hebert Street has rehabilitated 10 homes and newly constructed eight.

“While eminent domain can be scary, ultimately, this use of eminent domain protects existing residents and existing occupied businesses,” the bill’s sponsor said.

Jeff-Vander-Lou and St. Louis Place neighborhood associations are proposing a redevelopment to city officials that would allow residents to use tax abatements to improve their homes and block eminent domain from being used to force them to sell.

The property once known for raucous and seedy activity is undergoing a physical and narrative renovation.
