Springfield, Ill. – Governor Pat Quinn says Illinois is reeling from an integrity crisis, and fiscal calamity.
In his first major speech since taking office, Quinn outlined his plan to deal with the problems.
Legislators say they appreciate Quinn's cooperative tone ... but many disagree with the governor's plan to raise the income tax from 3 to 4-and-a-half percent.
