St. Louis, MO – The head of the St. Louis City Health Department resigned Thursday amid allegations he made a racial slur at a meeting. Mayor Francis Slay's office won't say why William Kincaid resigned.
But Alderman Gregory Carter told the Post-Dispatch that he had heard several complaints that a derogatory remark was made.
The chief of the department's Communicable Disease office, Pamela Rice-Walker, was named interim director until a permanent replacement can be found.
