Springfield, Ill. – 
The idea of putting damage caps on medical malpractice lawsuits in Illinois seemed unthinkable just a few months ago.
Democrats control the Statehouse, and many thought comments in support of caps were just political posturing.
But the Illinois House passed those malpractice changes on Sunday, and the state Senate followed suit early Tuesday morning.
