Jefferson City, Mo. – Reviews by The Associated Press find that, of Missouri's 114 counties, 36 plus St. Louis city have more voters registered than are eligible.
At the Secretary of State's office, Betsy Byers describes the rolls as somewhat inflated, although she has no numbers.
Byers says some people could vote twice, although it's more likely that many of the duplicated voters will vote only once or not at all.
Missouri has no way of automatically updating its central voter registration list when someone moves to another city, county or state.
It can take more than four years to remove a voter whose address can't be verified.
A record 4.3 million Missourians are registered to vote.
