St. Louis, MO – The Army Corps of Engineers plans to build new locks on two of the country's main commercial waterways, the Mississippi and Illinois rivers.
Proponents say the effort will help facilitate barge traffic and provide a significant boost to trade. Environmentalists call the plan a waste of public money.
