Springfield, Ill – Illinois state government won't come to a screeching halt Thursday, even though the state won't have a budget.
Employees will be paid, welfare checks will be delivered and roads will be repaired.
But some of those services could be in jeopardy if the budget deadlock stretches beyond mid-July.
When the state's fiscal year expires at midnight, state agencies will loose their authority to spend money.
Still, those agencies can continue operating on credit and faith that a budget will eventually be passed.
Governor Rod Blagojevich says nothing will change immediately.
Comptroller Dan Hynes agrees. But he says that if a budget is not passed by July 12th, checks to state workers and social service agencies could be delayed.
