Jefferson City, MO – The Missouri Senate's top leader proposed a
constitutional amendment on Tuesday to require governors to base budgets on current revenue projections.
Under the change, governors would not be allowed to factor-in proposed tax increases.
President Pro Tem Peter Kinder says the measure is a response to the budgeting practices of Democratic Governor Bob Holden.
Holden has based past budgets on proposed tax and revenue increases that are not law, and is expected to do so again this year.
The Republican legislative majority has ignored many of his revenue-raising proposals.
Kinder, a Cape Girardeau Republican, compares such budget plans to a household budget based on the hope of a pay raise that may not materialize.
