Budget Woes Don't Deter Lobbyists in Springfield

Illinois state government may be having money woes this spring, but that has not stopped private interests from spending heavily on lobbying.

The most recent example involved a fight over the state's telephone lines, and how much dominant carrier SBC can charge its rivals for access.
