In what may be the most highly anticipated budget address in years, Illinois Governor Rod Blagojevich will outline his spending proposal Wednesday at the State Capitol.
Lawmakers, interest groups, and the public have been waiting to see how Blagojevich plans to deal with the worst budget deficit in state history. And as Illinois Public Radio's Sean Crawford reports, expectations are tempered.
