This fall, Missouri voters will decide on a constitutional amendment that would grant home rule status to the city of St. Louis. Most offices in the city fall under the city charter...but a handful are under state control. Home rule advocates say city residents deserve the right to make their own decisions locally...but opponents are wary of political difficulties that right may cause. KWMU's Kevin Lavery reports.
