This article first appeared in the St. Louis Beacon, Sept. 10, 2013 - Over the weekend, House Speaker Tim Jones, R-Eureka, Tweeted his list of billsthat could be overriden during this week's veto session.
Here are brief summaries the bills and what they would do.
HB 7: Nixon used his line-item veto to strike down a $25,000 appropriation for the maintenance of a community improvement district in Springfield.
HB 10: Nixon used his line-item veto to remove a $30,000 appropriation to reimburse Boone County for legal fees.
HB 19: Nixon used his line-item veto to take away a $1 million appropriation for reconstruction of the Pike-Lincoln Technical Center.
HB 253: The marquee bill of the veto session slashes corporate income taxes in half, reduces individual tax rates slightly, and imposes sales taxes on prescription drugs and college textbooks, which are now exempt.
HB 278: State Rep. Rick Brattin's bill bars any state or local governmental entity from "banning or restricting the practice, mention, celebration, or discussion of any federal holiday." That could hypothetically mean that local and state governments couldn't restrict a Christmas celebration at a park or school.
HB 301: Rep. Kevin Engler's bill removes sex offenders under the age of 18 from law enforcement sex-offender websites.
HB 329: Among other things, Rep. Tony Dugger's bill would increase payday loan fees charged to consumers and change procedures for funeral trust funds.
HB 339: Rep. Paul Wieland's bill would prohibit an uninsured driver from collecting non-economic damages in a civil action against an insured motorist at fault for an accident.
HB 436: Rep. Doug Funderburk's bill bars enforcement of federal gun laws, lowers the minimum age for concealed-carry permits, and allows school officials to be armed. It also contains a ban on publishing personal information of gun owners or individuals that hold conceal and carry licenses.
HB 611: Rep. Bill Lant's bill alters the circumstances where people can be denied unemployment benefits.
HB 650: The so-called “Doe Run bill" curbs court damages for workers injured at mining facilities operated by the Jefferson County-based Doe Run Company.
HB 1035: Rep. Mike Kelley's bill changes various provisions affecting local governments, including allowing annexation of property without a vote of the people in the affected area.
