St. Louis – A judge will decide whether construction may move forward on a memorial to honor the victims of the Kirkwood City Hall shooting.
The memorial is nearing completion, but resident Michael Moore claims in a lawsuit that the use of public money for the project is illegal.
Moore wants a halt to construction until his suit is heard.
The shooting happened in February 2008 when disgruntled resident Cookie Thornton killed two police officers and four city officials during a meeting at City Hall.
A police officer ended the rampage when he shot and killed Thornton.
