The hotly contested battle for Missouri's U.S. Senate seat and the duel between two House incumbents in Illinois are two high profile matches that promise to tip the scales of political power. But this Tuesday, Missouri voters will decide on a less visible issue...whether the city of St. Louis should have local control over some matters that are now governed by the state. KWMU's Kevin Lavery reports on Constitutional Amendment One, better known as the Home Rule Amendment.
